Dear Student:

Thank you for your application to MiraCosta College. Based on the information in your application, you may be able to establish California residency for in-state tuition purposes, however, further information and proof is required.

Proof of establishing and maintaining California as your permanent home is required to receive in-state tuition. You must have been continuously present in the state of California for at least one year prior to the beginning of the semester for which you are applying. Proof may include California resident income taxes, California driver’s license, California car registration, renting, owning or leasing a home (in which you live) in California. Other types of proof may be considered. The burden for providing proof is on the student.

Typical residency situations and types of proof you should include to prove residency:

A. Moved to California within the last two years – Proof may include California resident income taxes, California Driver’s license, and rental/lease agreements. Proof must be sufficient to prove relinquishment of ties to another state and some proof must be at least one year old.

B. Attending and out-of-state (non-California) college while maintaining a home in California – Proof should include paying non-resident fees at the non-California college OR in the case of private institutions with standardized fees for all students, proof that your permanent address is in California. If you are entitled to in-state fees at the other college, then you will not be allowed to receive in-state tuition in California. If residing in California while taking online classes at an out-of-state school, proof of physical presence in California is required along with enrollment status showing courses are online.

C. Adult dependent child of California resident – must include proof that you are a dependent upon your parent and that your parent has the required proof of California residency (minimum of one year). Students with parents who are not eligible to establish (for example holders of certain Visa types) may not be able to derive from the parent. Adult dependent children can only derive from a resident parent for one year.

D. Student 19 years or younger – similar to C above, students ages 18 or older must be taking steps to derive under their own name.

E. California Foster Youth – some students under this program may establish without deriving from a parent. Proof of foster status in California is required.

F. Student younger than 19 dependent upon a California resident other than a parent – complete the Residency Supplemental form with information regarding the parent you last lived with. Attach additional information regarding the California resident status of the adult you are living with IF you have been residing with them for at least two years. Proof of being under their care and control for a minimum of two years is required. Call the Admissions and Records Office for more information on this special situation.

If you do not have sufficient time in California or you (or in some cases your parent) have not taken the necessary steps to make California your permanent residence, then you may still enroll at MiraCosta as a non-resident. You will be required to pay non-resident tuition. Students who complete the process for establishing residency after the semester begins, do not qualify for in-state tuition until the next semester begins and will not be refunded any non-resident fees paid (or due) during the current term.

If you feel that you qualify as a California resident, please complete the attached Supplemental Residency Questionnaire form. Submit the form along with proof of California residency to the Admissions and Records Office as soon as possible. Allow ample time for staff to review your paperwork and contact you if additional information is needed.
